Navigating Payroll in the APAC Regions: Unique Challenges and Complexities
by Eden • Wed, 15 Feb 2023 07:02AM

In this new era of the borderless workforce, the Asia-Pacific Region, or APAC for short, has become more attractive for businesses looking to invest and expand their operations. The APAC region has much to offer, but managing payroll in the region can also be quite complex.
Asia-Pacific (APAC) is a potential region for businesses to expand or operate in. Besides being home to 60% of the world's population, the APAC market is also dynamic, diverse, accessible, and growing fast. By recognizing this fact, the Global Payroll Association reminds us to look beyond what's easy.
Despite all the potential, there are also unique challenges and complexities in the APAC market, especially in terms of payroll. As payroll is one of the core business responsibilities, planning payroll carefully and understanding the rules in APAC regions is essential for companies to have effective business management in APAC regions.
If your company is about to establish a business or expand to the APAC region, this article will help you to better understand the obligations and challenges of navigating payroll in the APAC business environment. You can also get practical insights into some key strategies to keep payroll performance under control.
Challenges in Managing Payroll in APAC Countries
According to Activ, understanding the unique challenges and complexities is the first and foremost thing to ensure success in a new landscape. So here are some of the most common challenges and complexities around payroll in the APAC region.
Time Zones
APAC is generally a huge region, spanning two continents and resulting in more or less 11 different time zones. This must be taken into consideration since it will influence the communication and cooperation procedures in handling payrolls. Moreover, if your company’s headquarters is in America or Europe, coordination must be carried out in accordance with the difference in time zones which can be more than 10 hours.
Languages
Communication is an extremely vital part of the business process, particularly in payroll. As there are many countries in the Asia-Pacific region, the use of English in the professional environment is not entirely uniform. For example, not all legal documents, government documents, and official websites are available in English. Uniformity also exists in verbal communication.
In this context, there is a possibility that your company needs someone knowledgeable of local languages who has professional English proficiency to ensure smooth communications between organizations and with relevant authorities.
Financial Arrangements
In this era of a borderless workforce, there are also rising complexities in paying employees in foreign countries. Currency conversion is one problem, but there are others. Some prominent business centers in the APAC regions such as Singapore, Hong Kong, and South Korea might be hyper-connected and easy to access, but there are also many emerging countries in the APAC regions with more inconsistent technology support.
This inconsistency will increase difficulties in Treasury services. Some countries in the APAC region may have restrictions on foreign currency transactions. Also, Lano adds some other challenges to consider in financial arrangements like different banking timeframes, commission fees, and time needed for the payment to go through.
Regulations Differences
There are many countries in the APAC region with location-dependent regulations. Neeyamo gives the example of India, which has 28 states with different laws and regulations. Meanwhile, in China, social security contributions for employees and employers are also different depending on location.
There are also a lot of differences in tax systems that are different across countries. For example in Malaysia, the tax system is territorial. Only Malaysian-sourced income is taxed, but it applies to Malaysian residents, as well as non-residents.
Above are only some examples of specific differences and complicated legal frameworks in APAC countries. This is, no doubt, making payroll processing in the APAC region more complicated.
The company must comply with all local regulations to protect its business and employees, according to Iris. Because non-compliance will mean serious legal penalties, fines, and obstacles to growing the business in the APAC region.
Payroll Solutions for APAC Regions
Even though there are a lot of complexities in managing payroll in the APAC region, don't let this hinder your company from expanding or establishing a business in APAC. In other words, it is only wise for your company to strategically think about the most suitable solution to navigate payroll processing before venturing into the APAC market.
David Barak, Senior Vice President of Strategist Alliance, tells Global Payroll Management Institute that it is advisable to leave payroll processing in the APAC region to the experts to minimize negative impacts. Running payroll in-house might not make sense because it will take too much effort. Companies should consider finding a trusted partner for payroll outsourcing.
If your company decides on this option, make sure you find a payroll solution that understands the value and the purpose of your business, while having a thorough understanding of regulations and the business environment in APAC. It is even better if you can work with partners that utilize technology and are able to make payroll in the APAC region easier and more accessible.
